Max Taylor

Max is a Denver-based construction attorney practicing exclusively in the area of construction law and government contracting. Max spent most of his career as a member of the Denver City Attorney’s Office, where he gained over a decade of experience serving as construction counsel at Denver International Airport. 

 

Max’s experience at Denver International Airport has uniquely positioned him to understand how airport and government owners think about construction projects. Government projects often include competing interests such as DBE, Workforce, and other political initiatives. He is experienced in negotiating and drafting large and small construction contracts that ensure successful project completion and compliance with all government programs.   He has also personally handled and supervised the resolution of construction disputes and various other claims arising at Denver International Airport.

 

The construction management teams at Denver International Airport included Max as part of the various project teams. As a result, he spent numerous hours working side by side with the construction teams helping them navigate the day to day legal and political concerns that arise on large government construction projects. 

 

Before joining Denver International Airport, Max was a member of the Municipal Operations section of the Denver City Attorney’s Office.  During this career phase, he litigated Tax, Zoning, § 1983, and various other claims brought against the City and County of Denver. He also provided transactional and regulatory compliance services for various City and County of Denver agencies.

 

Max graduated from Belhaven College in Jackson, MS.  He attended law school at the University of Denver College of Law, earning a Juris Doctor and an LLM in Taxation.

Experience

  • Organized and guided the staff attorney negotiation and subsequent termination team for the Denver International Airport Great Hall Public Private Partnership. $1.8 Billion
  • Lead attorney on the negotiation team for the Denver International Airport construction and design agreements for the DEN Gate Expansion project. $1.5 Billion
  • Negotiated numerous construction contracts, concession agreements, commercial leases, airline use and lease agreements and multi-disciplinary professional services agreements for Denver International Airport.
  • Served as Assistant General Counsel for Denver International Airport providing everyday legal advice to the Airport’s Executive Management Team.
  • Managed construction claims for Denver International Airport.
  • Defended the City of Denver in a multimillion dollar § 1983 First Amendment and Takings claim zoning case.
  • Briefed and argued over 50 property and excise tax cases before the Manager of Revenue, Colorado Executive Director, the Denver District Court, Colorado Court of Appeals, and the Colorado Supreme Court.
